Whistler Market Report: 2015 In Review

For the 5th consecutive year, the Whistler real estate market improved in 2015. Both the total number of sales and total value of those sales in increased over 2014. All the data suggests that the real estate market has fully recovered from the financial collapse of 2008/2009 and returned to the conditions that were typical prior to 2007.

As Whistler’s reputation for being a year-round, 4-seasons resort continues to grow so to does interest in the local real estate market. This interest is further fueled by an active real estate market in the Greater Vancouver area, low interest rates, and a favourable Canadian dollar for foreign buyers. As a result, we are seeing price increases in all segments of the real estate market.

The main struggle for the Whistler market is inventory. At the moment, the total number of properties being offered for sale is at the lowest level we have seen in over 10 years. Properties are often selling very quickly and under multiple offers. Buyer’s looking for their perfect property need to be ready to act as soon as it comes to the market or risk missing out altogether.

Let’s break down the 2015 numbers by market segment:

Single Family Homes

The number of sales in 2015 increased by 22% over 2014. Average transaction values also rose by 5% to $1,697,000.

Townhomes & Condominiums

The average price for a townhome rose 8.4% to $756,142 in 2015 while condominiums averaged out at $415,000 (a 7.1% increase). Both market segments witnessed a 6% increase in the number of sales when compared to 2014.

Luxury Properties

2015 was a strong year for luxury real estate (properties listed at over $2 Million) with a 33% increase in the number of sales.

Looking Forward in 2016

There will be no shortage of interest in the Whistler real estate market in the coming months but there is no new development planned so our listing inventory must come from existing properties. I expect that our shortage of listing inventory will continue to drive prices higher but as options become constricted, we can also expect to see a slowing in the pace of sales.

A Year In Review: Pemberton

The Pemberton real estate market experienced a very active year in 2015. Not only did we see an increase in the total number of sales, but prices also increased across all market segments resulting in a higher total value for Pemberton real estate sales in 2015.

Why did we see this increased activity? It is the result of several factors including low interest rates, high levels of interest, low vacancy rates, and of course – lots of buyer demand.

The main hurdle for buyer’s looking to purchase in Pemberton is the very low inventory levels. Regardless of what segment of the market you are interested in, the number of properties currently being offered for sale is the lowest we have seen in several years. Properties that are well priced continue to sell quickly so buyer’s must be ready to act when they find the right property.

In 2015 the overall transaction value in Pemberton increased by 15% over 2014 to $434,000. In looking at the individual market segments we see the following trends:

  • Single Family Homes: Average transaction value increased by 7% in 2015 to $539,671
  • Townhomes: Average transaction value of $318,200
  • Condos: Average transaction value increased by 19% in 2015 to $225,500

We also continue to see interest in rural acreages outside the boundaries of Pemberton Village and this unique market paralleled the general trends above.

What to expect in 2016

With few new properties coming to the market (0 – 4 / week) and no new developments announced, it is likely that prices will continue to trend upwards. We can also expect sales to slow somewhat – not for lack of interest but due to lack of properties for purchase.

Tax Assessments 2016

Earlier this month, BC Assessments (BCA) began sending out their 2016 Assessment Notices to all owners of property in British Columbia. On these assessments is an estimation of your home’s value as of July 1, 2015 (or as of October 31, 2015 in the case of new construction or substantially renovated properties). This number often raises a variety of questions.

In very general terms, the Greater Vancouver area (which includes the Sea-to-Sky) showed significant increases when compared to 2015. The total value of properties in 2015 was $546.7 Billion. In 2016 it was $636.2 Billion and a total of almost $8.3 Billion was added through subdivisions, rezoning, and new construction.

What is BC Assessments?

BC Assessments is a publicly owned provincial Crown corporation. They are responsible for determining and reporting property value estimates for the 1,996,112 properties in its database (interestingly, this database grew by 1.06% in 2015).

BCA has been responsible for producing the assessment roll since 1974.

What is your property worth?

BC Assessments and your real estate agent may have very different numbers in mind and this is completely normal. Your Assessment is a very broad brush and in a rapidly changing market (such as Whistler or Pemberton) it can be out-of-date by the time you receive your assessment – markets can completely change between July when your property was appraised and January when you receive your assessment in the mail.

Your real estate agent, on the other hand, can give you an in-the-moment estimation of your property’s value based on current and relevant sales statistics.

How do they decide what the market value is?

Both real estate agents and BC Assessments look at a variety of factors to determine property value. These include, but are not limited to, comparable sales and current listings, the size of the home, location, number of bedrooms, age, number of floors, updates/renovations, etc.

How will my taxes be impacted?

Local and provincial taxing authorities are responsible for determining your 2016 property taxes. Once they have figured out their budget requirements, they will use the assessment roll for their jurisdiction to calculate property tax rates in the spring once the assessment roll has been finalized.

A change in your assessment will not necessarily mean a change (or proportional change) in your property taxes.

How do I find out more about my Assessment?

If you visit e-Value BC you can look up your property and compare it to other homes in your neighbourhood. The website will allow you to look as property details, total assessed values, last year’s values, and more. If you notice any incorrect details, these should be reported to BC Assessments right away.

How do I appeal my Assessment?

If you have any concerns at all about your property assessment, you should contact BC Assessments as soon as possible. If you would like to appeal your assessment, you have until February 1, 2016 to do so. You can do so by filling out a ‘Notice of Complaint (Appeal) Form‘ on the BC Assessments website.
